Fined by Forest Ranger? Ask for free advice here!

Recently I was stopped by a forest ranger because I was (apparently) in a rest area, which was forbidden to enter. Although he was not wearing a BOA badge, the man did mention that he was the forest ranger of the area. However, I was surprised that he simply wrote down a BSN number and address on a piece of paper. Do BOAs always issue a fine in this way? Does the 'criminal' receive no other confirmation than the fine afterwards? Or is this a formal error? Thank you in advance

If he identifies himself as a BOA with BOA identification, then that is sufficient to show. Just like a plainclothes police officer. He really has to identify himself. If he does not, then you can use this as a defense. As for writing on a piece of paper, that is sufficient to be allowed to fine you. Nowadays, the police hardly ever give you a ticket either. (In other words, the sentence 'You are not obliged to answer')
