I bought a new car on 04-07-2015. The promised delivery time was week 36. Delivery can now take place (week 46) In short, the expected delivery time was 8 to 9 weeks, which ultimately became 19 weeks and the supplier/dealer does not want to compensate me in any way. Question: do I have a purchase obligation?

You should have put the dealer in default in the event of failure to meet a presumed delivery date. That would have given you the opportunity to cancel the purchase. Now that you have not done so, there is indeed a purchase obligation. You may still be able to arrange something with the warranty or accessories.
