Contest a fine from the CJIB? Get free advice!

Good day, I recently received a notice from the CJIB for a parking violation that was committed almost half a year ago (time exceeded on parking disc). The fine is hefty: 97 euros. The violation was noted on 27-6 and the date is 14-12. Can I appeal to the fact that the CJIB waited too long to send the decision? Especially since I have not moved and the car has been in my name for a long time. I now read on the CJIB website that these Mulder fines (letter M on the decision) do not have a limitation period. However, other sources report that the fine must be on the doorstep within 4 months, which was clearly not the case now. Is there any point in appealing this decision? The Public Prosecution Service (OM) aims to send the fine within 4 months, but this is not a reason for the OM to declare the decision unfounded. Objecting to this is therefore pointless. Depending on the situation and the evidence, it is worth objecting to it.
