Legal advice for self-employed persons: solve your tax problems

Good day, I am one of the supervisors of a client who used to be a self-employed person. The gentleman became homeless at the end of 2012 due to the foreclosure sale of his home. He wandered the streets for over a year and then signed up for our project, part of the - in The Hague. Together we try to get his finances in order, especially the Sales Tax / Income Tax section. Due to the death of his accountant, the tax returns for 2009 to 2013 were partially or not filed (correctly), which is why the Tax Authorities made their own estimate and high assessments were made for those years with additional fines due to the late filing or non-filing of the tax returns. In addition, a large number of invoices for the years 2010 - 2012 are missing, which is why I am stuck in making a calculation. Date of deregistration from the Chamber of Commerce is known. Furthermore, I have contacted the Tax Authorities several times, but to date I have not received an answer to the question: which return was submitted when and with what result. I'm stuck now because I have 2 options: 1) Either file a supplementary declaration or 2) file a declaration in letter form with a calculation and request to adjust the estimated sales tax. The correct amounts of the VAT assessments (if profit or loss) have consequences for the Income Tax return (also for that period). Once these have been dealt with correctly, the next step is to see whether the gentleman can claim on his NHG insurance, which in my opinion may be guaranteed in cases where a self-employed person loses income due to crisis and/or unforeseen circumstances. Hopefully you can follow my story and give me some advice. The client is also open to transferring this to an experienced lawyer. I would very much appreciate it if you could advise me (us) on this.
