Landlord can charge €85 for a declaration?

Can my landlord charge €85 for the application for a landlord's declaration for the purpose of registering a co-resident in the home?

The party we are dealing with is a property manager. The lease contract is drawn up with that BV. The owner of the house is unknown to us.

Because of the amount of the sum, my question. Although that is no guarantee for my situation, research on the internet with other organizations shows that obtaining a landlord's statement is often free. The lease with my partner does not contain any provisions regarding the registration of a resident. However, it is stipulated that the landlord's permission may be subject to conditions. When I sent the landlord's declaration (filled in with my details, the resident) digitally to the manager, I received a contract by post. That contract stated that the residence was approved if (and from the moment that) I had signed and returned the letter. The last paragraph of that contract stipulated that the registration would cost 85 euros, to be settled at the time of collecting the declaration.

Before you rent you have to agree to all the terms, not afterwards, but well I fear that the landlord will not cooperate if you do not pay the amount. The question is really whether it is worth the trouble of the conflict?
