My employer is having his shop renovated, we will be closed for 5 weeks. My question is; I work 24 hours a week, that will now probably be 20 hours, so I will get 4 hours a week from my employer, but he now says that you have to make that up later in the year, is he allowed to do this?? Secondly, I worked 13 hours of overtime in December and he does not want to pay for that because we will work fewer hours than normal in those 5 weeks and that therefore compensates, is that allowed??

The employer's decision to have his shop renovated and closed is his choice. He cannot pass the consequences on to his staff. This also means that he simply has to pay your (over)hours.
