Help with water shutoff: What to do?

Due to financial problems we are at risk of being cut off from the water on 06-02-2016. We have 2 children aged 3 and 5. As of February 16, 2016, we have been under administration. The water company now wants us to pay 100 euros, so they won't disconnect us. But we don't have this, can they still lock us out with 2 children?

No, they are not allowed to just close. They do have to follow a certain procedure.
