Why is the clerk wearing a robe?

Why is the clerk in the Netherlands in a robe and in some other countries in civilian clothes? I ask this because I have been involved in a family case in Poland for 3.5 (!) years and the clerk there is always in civilian clothes. (Lay) judges are in robes.Lawyer
