Waiver of waste and water taxes in Amsterdam

My question is about the waiver of waste and water taxes in Amsterdam for me as a student. My request for waiver was rejected on the basis of the fact that I supposedly had too much equity. Namely, in three specific months that I had to send in my statements, I had 1400 euros in the plus on my savings account, and 450 in the plus on my checking account. The reason that my balance was so high, was because that month the deposit & rent were in my account. If the municipality had looked further, they could have seen that it was deducted again afterwards... all to the account number of the broker. I do not receive rent allowance, and I simply receive student finance on that account. So I believe that I am indeed entitled to that waiver. In addition, I can now demonstrate with the statements of the past 3 months that I have no money at all. Because I live together, I also received the rent from my boyfriend on my account (now from a new other account). Now I must have sent my appeal letter within 10 days (on March 29 at the latest) in which I must clearly state why the rejection is not justified. They also ask for evidence to be sent. My question to you now is what do you think and how should I fill out the appeal form with what evidence? Thanks a lot in advance!

You must clearly substantiate in the objection why you do not agree with the rejection of the waiver and why you would be entitled to the waiver based on the facts.
