My question is quite complicated, but perhaps you can help me. After living abroad for 9 years, my family and I are temporarily in the Netherlands. We intend to orient ourselves in Portugal very soon to establish ourselves there. We want to explore our options there by traveling through the country in a camper. Now I am running into the following issues: 1 - : Without GBA registration I CANNOT register a vehicle in my name. I asked the municipality about a postal address, but the employees told me that this is only reserved for people who truly lead a nomadic existence. Apart from the fact that registering may have consequences for the original residents (their tax status (rent allowance etc.), municipal levies (rate for 1- or multi-person households, water board charges), it also seems incorrect to me to register somewhere while in reality we are not settling at this address but are moving abroad. There is a chance that we will return to the Netherlands, but this is not our intention. We could register with my parents-in-law. They do not have rent subsidy or social assistance benefits that can be reduced, but what could be the consequences? Furthermore, in my opinion it is simply not right. 2 - : We will have to take out health insurance again. After asking for information at Zorg & Zekerheid (my old insurance company) I was told by them that I would be better off applying for private insurance. They also told me that in order to obtain basic insurance I would need to apply for a WLZ declaration at the SVB and a declaration of award if the WLZ is approved. At the moment we have no income but live on our savings because we want to travel on very soon and we cannot work here because we are not registered. Is applying for basic insurance really only possible if we provide income data and receive that WLZ declaration etc.? After all, we have no income 3 - : Is it possible to apply for child benefit once we are registered in the GBA or have a postal address? 4 - : Our marriage also needs to be registered in the Netherlands. Do we have to wait for this until the registration GBA/mailing address has been done? Apologies for this long and unusual story and the many questions. If you tell a municipal official your plans and that you want to settle in Portugal, you do not qualify for a postal address because your purpose is to emigrate and you do not intend to leave the Netherlands for a maximum of 8 months and then return, that is 1. 2) With a postal address you will never qualify for child-related budget or child benefit. You must actually have a residential address in that case. I do not know how old your children are, but do not forget that they are required to attend school and that the rules are quite strict. You can get a fine. 3) There is also a fiscal problem if you leave the Netherlands without an address because you have to settle with the tax authorities. You are considered to have emigrated. 4) You are not eligible for health insurance in the Netherlands or health care allowance, you must find an expat insurer. 5) If you are still a Dutch resident, it is better to legalize your marriage now. 6) An address with friends is also not a temporary solution if your children are of compulsory education, because then you will receive a fine and you are punishable. If your children are not yet 4 years old, then this would be possible, you must then rent part of the house from friends, or have a user agreement. The ability of the landlord to show a contract to authorities is essential to prevent you from becoming unwanted allowance partners.
