I work in healthcare and work 9 hours a day. Is it legally allowed to work during the unpaid lunch break, as the two mandatory paid breaks of 15 minutes are sufficient for me?

According to the Working Hours Act, I am entitled to an unpaid break of 30 minutes or 2 x 15 minutes. If I take my 1st paid break around 11 AM and my 2nd break around 3 PM, I have also had my mandatory rest break of 2 x 15 or 30 minutes. Or not?!
