Education Law: Obligations of Parents

Here at our primary school, the continuous timetable is being introduced. Now, parents are required to take charge of the playground once every two weeks. This is after the children have eaten with the teachers. Is the school allowed to require this? And if you as a parent do not want to cooperate, do you also have the right to say no? Furthermore, as parents we also have to pay money for this timetable per child, per year. Now I know that this is not mandatory to pay. Do I have a leg to stand on?

Now I am not familiar with education law, but it certainly does not seem to me that parents can be forced to do this, and schools may not refuse parents education because they do not want or cannot pay for education, while primary school is free.
