Legal questions about fines and scooters

I bought a sofa at the beginning of this year. As a promotion, I got a free scooter with it. The period that I would eventually receive the scooter, I switched to another job. I had to buy a car for this, so the scooter was redundant. On April 1, I received the scooter and immediately put it up for sale. This scooter was in the garage in its packaging during the sales period. So it was not driven. I still have photos of this if necessary. One day I received a letter from the RDW stating that I had been fined for not insuring/suspending the scooter. I did not know anything about this because I did not use this scooter anyway. After receiving this letter, I immediately suspended the scooter and thought that it would be okay then. I have already sold the scooter but have now received the final scooter. I think it is really ridiculous that you do not first get a warning or reminder, especially for people like me who know nothing about this and immediately get a fine! I can appeal until August. My question is do I have a good chance of winning this, otherwise I won't put my energy into it. Thanks in advance!!
