Third-party insurance: Refuse office costs?

LS, My elderly mother has a WA insurance of €46.82 per year. The intermediary now wants to charge office costs worth €36.00 by direct debit as of 2017. Can she refuse this and if so, on what grounds? They refer to a package policy while it only concerns a WA insurance.
