Compulsory training and compensation from employer

Ir/Madam, I have been working as a caregiver (CAO VVT) in a nursing home for the same employer for years. My work requires me to follow a Company Emergency Response training. This consists of five and a half hours of theory and three exams of 30 minutes. Plus a practical afternoon of 4 hours. Now my employer states that the theory part and the exams are preparation and that preparing for a training is 'own time'. My question is: Is this correct because I am required to follow this training because my employer must have permanent BHV 'ers present.Lawyer
