Deposit refund: Tips and advice

I recently moved within Arnhem from the Spijkenbuurt to another neighbourhood. I indicated on time that I was going to move. I cleaned the house neatly and left it behind. According to the contract, the landlord has 30 days after termination to pay back the deposit. However, there is no recording made by the landlord or the real estate agent. At least not that I know of. The landlord also never came by to check how the house was delivered. Now this is no longer possible because the same day that I moved, new people were handed the key. I have already informed the landlord by email and telephone that he is in default and now he is threatening with a gas, water and electricity bill, while this is included in the rent. There was also supposedly damage to walls and a mess in the common area. While there was only a hallway in front of the apartment and no common area like there is on the first floor. How can I solve this? Can I claim the deposit back with a registered letter or something like that?Lawyer
Without beginning and end of the condition of the rental object, the landlord must prove that the damage was not present just before the rental period, moreover it may not concern normal wear and / or traces of use and the rented r may also not be enriched.
