I fall under the VVT ​​collective labor agreement and work in home care as a caregiver c. My contract is 20 hours per week. They have a rule with us that you have a fixed free weekend, in principle that is 1 week of work and 1 week of leave. If I apply for leave for example for September for a full week, then that is not possible and I would have to arrange leave myself for my work weekend that would fall in this holiday. This by means of exchanging services with a colleague. Is this legally permitted? I can't find anything in the collective labor agreement and if I get my 3-week summer vacation, that will be arranged... - is it legally correct that I have to arrange my own weekends off if I want to have a different holiday than the summer holidays?

The collective labor agreement in article 5.3 does have a rule about free weekends. This means that work is allowed during the weekends. A working weekend is different from that. This is allowed if the Works Council has implemented it. Leave may be refused for serious reasons. Planning reasons are also included. I do think that your employer is pushing the boundaries by now having to swap you to arrange leave. You can also convey this to the employer.
