Legal assistance in case of illness during bbl training

My daughter is doing a bbl training and works 23 hours a week. She previously worked for a period at the store where she works and then she had a contract (she unfortunately lost it). After working elsewhere for a short period, she has been back at the same store for a while now. She usually gets paid in cash per week, she only received pay slips sporadically in the beginning. The problem is that she has now become ill and her employer claims that her school should report the illness to the UWV, not her, and a message was also sent to her stating that they would not report her sick and would not pay her. I called the UWV and they said that the sick report should indeed be done by the employer. What can we do about this? Her illness will probably last a bit longer and because of this conflict it is also questionable whether she will go back there. I would like your advice on this situation.
