For this, it is best to first consult the zoning plan for the rural area of your municipality. This states whether an environmental permit is required for the construction of a paved path for 'Agricultural' designated land within the municipality, including land intended for agricultural use. This also states on what grounds the Board of Mayor and Aldermen may or may not refuse or grant this environmental permit.
