Reclaiming heating costs VVE - Legal Advice

Dear, Meters have been installed by the VVE for the heating costs. It now appears that I will receive a refund of the overpaid advance. This amount will be deposited into my account immediately, provided that there are no payment arrears with the VVE. There were, but a payment arrangement has been agreed upon that is going well. Can they then still offset the refund of the heating costs?

Strictly speaking, that should not be allowed because you have made an arrangement, which is being complied with and therefore there is no arrears. However, I could imagine that there will still be a settlement and then in practice there is little you can do about it.
