Advice on Co-parenting: What to Do?

Dear, I, the father, am currently in co-parenting in which the mother is neglectful towards our daughter and leaves care to her parents. This has been going on for a long time and my daughter is deteriorating mentally, losing trust in people, etc. Now, in the interest of my daughter, I want to take more care of her so that she can grow up in a stable and familiar environment. Of course I don't want to deprive her of her mother, my daughter will always be allowed to see her and I hold no grudge. What would be the right step in the right direction for my daughter (9 years old) and me? Apply for custody and make a visitation arrangement? Currently I am the main income of my family on which most of the expenses depend. Is it also possible to do this with a low budget or actually none? My daughter is everything to me, but it has to be possible. Of course, if it was financially possible, I wouldn't have any problem with this. I have now requested a meeting with a voluntary mediator who is willing to sit between us on September 1. If we cannot reach an agreement, I will indeed be forced to take further steps (through legal means). Of course I would like to hear what is possible.
