Help with UWV problems

Hello, after living abroad for more than 10 years I received a letter from the UWV stating that I received too much sickness benefit in 2007. I called immediately and asked them if this was possible after more than 10 years. The lady would look into it for me and let me know. It has been 5 months now and now I suddenly receive an email stating that they have garnished my wages. I called again immediately and the lady said that they had sent me a letter about this 3 times. I have not received any more letters. Perhaps because I live in Belgium. Because I respond immediately. I also wonder why they did not inform me by email since they can now reach me by email. Is this all allowed? Thanks
