Tenants' rights: Landlord and service charges

I rent an apartment privately and pay €15 service costs for white goods (washing machine and refrigerator) every month. Now the washing machine has broken down and the landlord states that I have to have the washing machine repaired at my own expense or buy a new one. Since I have already checked the things that can be checked myself (clogged drain or filter, connection, etc.) and they are in order, it seems like a big expense. Can the landlord just demand this from me while I also simply pay service costs for using the washing machine?

In principle this is not allowed and is unreasonable if you already pay service costs for it and nothing has been agreed on. You can inform the landlord in writing that you do not agree with this.
