Tenants' rights: Landlord and service charges

I rent an apartment privately and pay €15 service costs for white goods (washing machine and refrigerator) every month. Now the washing machine has broken down and the landlord states that I have to have the washing machine repaired at my own expense or buy a new one. Since I have already checked the things that can be checked myself (clogged drain or filter, connection, etc.) and they are in order, it seems like a big expense. Can the landlord just demand this from me while I also simply pay service costs for using the washing machine?
