My employer has drawn up a new remuneration policy and asks me to sign for it. I do not agree with my new salary and have not signed yet. Mainly because I find it strange to have to sign for something in which I have no say.... My employer now indicates that it is a legal procedure and that I have to sign for the new policy because otherwise I will continue to fall under the old policy. Is this correct?

It is true that the old rules will continue to apply until new ones have been agreed. You are not obliged to sign without further ado. Employment conditions can only be changed if there is a good reason for it and if everything is done reasonably. You do not write how the change came about in your case, so I cannot form an opinion on that.
