My partner and I would like to live together. We both now own our own home. The intention is to live in my house. My partner's mother also lives in his house (free of charge), but she is not a co-owner. Can my partner register at my address without any problems and let his mother live in his home as long as he continues to pay the mortgage? Or will this cause problems with the municipality, mortgage provider, etc.?

Usually, it is a condition in the general terms and conditions of lending and mortgage provision that the mortgagor's house is actually lived in. Giving it to a third party for use is usually prohibited, although first-degree family is not included. There can be nasty consequences if the bank finds out. I advise you to read the terms and conditions carefully and, if necessary, ask for permission. It is also possible that the insurance premium is higher and that the building and contents insurer must be informed. I do not expect any problems from the municipality unless the mother is not registered and it is then a vacant property for which rules apply in this municipality for allocation.
