Legal assistance for work breaks in hospitals

I work in a hospital, on a telephone customer service (continuous telephone and PC work) from 8am to 4.30pm or from 8.30am to 5pm (with a 45 min lunch break, of which 15 min in your own time). The collective labor agreement for hospitals applies. My colleagues and I experience a lot of work pressure and need two coffee breaks. The CAO states that if they are shorter than 15 minutes, that is the employer's time, and 15 minutes or longer is your own time. My boss won't allow breaks. The only break is lunch, and that is shortened to half an hour. (Which is fine) Regarding coffee breaks it is said: you can drink coffee at your desk and logging out for 1 minute already complies with the collective labor agreement, so we meet our obligations. I disagree with this: it is about a rest period and you cannot take that in 1 minute, and the collective labor agreement is being interpreted in a strange and unintended way, I think. Your employer the hospital does not comply with the collective labor agreement. I advise you to come to the ombudsman or council of the hospital. You are entitled to 2x 15 minutes break and half an hour per 24 hours. 1 minute is no break. I advise you not to come to the stand without argument.
