Permanent contract for an indefinite period: legal explanation

Good evening , I would like to know the status of a permanent contract for an indefinite period (which does not include an end date) that has not been signed but has been worked on. Isn't it the case that if an employee starts working without a signed agreement and is paid for those hours, it can be assumed that there is an employment contract?
