Legal questions about IOAW and pension

have an ioaw benefit now also receive an EX survivor's pension I divorced from this in 2000. This will be deducted from the IOAW. it is not income from employment? can't figure it out. I am a 63 year old man. I have posted this question before but have not received an answer, something may have gone wrong.
