Accountant Liability: Discover Your Rights

I want to hold my accountant liable for a systematic error that is now resulting in a very hefty additional assessment from the tax authorities, including fines and interest. How do I go about this? I can of course send him a letter in which I hold him liable, but what if he does not respond? Or disagrees? I do not have the resources for legal proceedings.

I also want to do that, but I will not receive any compensation for the damage suffered. Can that only be done through a lawsuit?
