Permit for a neighbour's pergola: Is this allowed?

We live in a semi-detached house. Our neighbours want to build a pergola of 150cm deep and 270cm high at the front (i.e. in the front garden) along their front facade, starting from the property boundary. The municipality has granted an environmental permit. Is this correct? Is this allowed? Thank you in advance for your response.
