Costs of cavity wall insulation for VVE: who pays?

I live in a terraced apartment in a small apartment building with two floors each and garages and storage rooms on the ground floor. The residents of the four corner apartments want to have both exterior walls insulated so that their heating costs are lower. So it is not about replacement, but about the first application of cavity wall insulation. The walls do not continue to the front and back of the building. The front and back consist mainly of glass and facade cladding. The building has a VVE. The Regulation of Splitting 1973 applies. The building dates from the sixties and is well maintained. The side walls are part of the construction of the building and therefore part of the common matters. The question is who should bear the costs of the cavity wall insulation in the side walls. Are these the four residents who benefit from this insulation or is this the VVE?

This concerns (maintenance) work or changes to the common part of the building, the costs of which are in principle borne by the common owners. Since it is not pure maintenance, but changes to the building, which entail costs, I believe that the meeting's permission is required for this. The meeting will therefore have to make a decision on this. You can challenge this decision at the subdistrict court if you do not agree with it.

Thanks for your response. However, the following. This does indeed concern work on the common matters of the VVE, but the question is whether, where side wall insulation is applied for the first time, this falls under the concept of maintenance. In fact, an element is added in the form of insulation material for the benefit of only a part of the residents. It is cost-saving but not necessary. There are no other reasons, such as moisture problems.
