Legal advice on study fund and divorce

My ex told our son that there is no study fund for the children. However, this is clearly stated in the order. In due time, the parties will consult with each other to spend the funds to be paid out for the benefit of the children. It also states that these funds may never fall into any community of property in the future. But he has informed my son that he and his wife are going to buy a camper. I hope it is not from the study fund. What can I do to obtain this right? I have had to pay most of the school fees all the years. I have also approached him about the spousal support over the years, but that remains a sore point. Agreements are not being met.
