Advice on False Invoices and Fraud

False invoices have been sent to my clients in my name. I have filed a report. One of my clients does not want to file a report himself and also refuses to pay the actual invoice. According to him, this is an entrepreneur's risk. Is he right? Other provincial government clients have filed a report and have claimed back the amount paid from the bank and have still paid the correct invoice.

Does this mean that the customer is wrong about business risk and that we can still proceed with the claim?
