My house was completed at the end of 2017, now I want to work on my side garden but I can hardly get my shovel in the ground because of the large amount of rubble that I did not notice when it was completed, My question is what can I demand from the contractor who brought in this soil, approximately 50 cm of this soil comes from another location, Thanks in advance for your thoughts.

If the delivery has not taken place according to your wishes and requirements, you can send the contractor written notice of default to clear away the rubble and/or to fill your garden with normal soil of approx. 50 cm, failing which you will have this done elsewhere at his expense.
