I had a meeting with my boss on June 13th and he told me that it would be better if I looked for a job outside the organization. He let the notice period expire and I could leave whenever I wanted. He thinks that because I quit my job I am not entitled to financial compensation. I would never have been in this situation if he had not wanted me to look for another job. So I also lose my permanent position because of this.

In principle, the employer acts unlawfully by unilaterally (without your consent) letting the notice period expire. You can object to this. You may be referring to a transition payment (TV). If you resign and have found another job, the employer is not obliged to provide a TV, even if they state that they are looking for another job.
