Legal assistance with compensation

A neighbor girl scratched my car. With mother filled out the liability insurance papers and she submitted it after a long time. In the meantime, the lady emigrated to Suriname. I thought I would sort that out with the insurance so that would be fine. Yesterday I contacted the insurance company to say that the lady was not meeting her obligations (payments?) and that she was no longer insured. The lady no longer responds to text messages, what is the best thing for me to do? It concerns a compensation of €650.-

The lady must pay the damages herself now that she is no longer insured. You must give her written notice of default, but then you must know the address in Suriname. You can leave this to a local bailiff who can find this out for you. You can then have the mother put in default via an international collection agency.
