Due to an unpleasant situation, for which my managers are responsible, I have been given the opportunity to build up work again at another location. Now, in consultation with my current manager, I have accepted a position that is in a lower pay scale. In the employment conditions interview with the manager (HRM manager), it was agreed that my current salary would be frozen, we shook hands at this appointment. Then, more than a week later, the manager indicated that we still had to talk. In the follow-up interview, she stated, with apologies, that she had been sloppy and that she should have said that after a year there would be a reduction in 2 years to the pay scale that suits the new position. Is the verbal agreement valid or can she just do this?

In itself, a verbal agreement is legally valid but difficult to prove. If you have witnesses, you can challenge this, but I wonder if you want to do this because it can deteriorate the relationship with your employer.
