Building insurance: Are the consequences of damage covered?

Hello, I have a question about building insurance. I had a crack in my concrete/granite floor in the shower, which caused flooding for the downstairs neighbors. So bad that the ceiling had to be replaced. Should this be covered by the building insurance? And what could be the reason that they refuse to pay this?
