Claim damages after a car incident?

I bought a car for my daughter in February and put it in my name and insured it (All risk). Yesterday evening she lent her car to a friend and he flew off the road last night and consumed alcohol. The police arrived and had the car towed away. This morning I contacted my insurer, Inshared. They indicated that they could not handle the damage, because drivers who have drunk alcohol are not reimbursed. So even despite being All risk insured.
