Claim for damages after a bicycle accident

Someone just crossed the road cycling on an ebike. He had shark teeth on his turn on the cycle path. I was driving on the priority road with a car I swerved to avoid this cyclist and crashed into a pole on the traffic island. I have exchanged information with this person. But he does not respond to telephone contact (anymore) I want to claim my damages from his insurance. But I don't know where he is insured. My liability insurance does not give advice/do anything. The car insurance for the car I was driving is not in my name. What should I do? What rights and/or obligations do I have?
