What are the rules for parking in front of an entrance/exit? on a public road in the outskirts of Alkmaar

Article 24, opening paragraph 1 and under b RVV 1990 stipulates that: 'The driver may not park his vehicle: in front of an entrance or an exit.' This is stated in absolute terms, so it does not matter whether this is within or outside the built-up area. Incidentally, this parking ban also applies to the driver who parks in front of his own entrance/exit. The aspect 'outside built-up areas' only plays a role in the provision formulated in Article 24, opening paragraph 1 and under c RVV 1990: 'The driver may not park his vehicle: outside built-up areas on the carriageway of a priority road'. These rules apply to the entire Dutch territory, not just near Alkmaar.

I was mistaken, it is not called an entrance/exit but a gate and that would have a different meaning in regulations.

A gate is a wide, possibly multi-part, door. It is usually used to close off an entrance/exit. The term 'gate' is not given any special meaning in the RVV 1990.
