Moped fine: How do you appeal?

I am 16 years old and was riding my moped across the Koopmansplein in Assen in the evening. My friends were already waiting for me. When I was close to them I suddenly heard a police siren and saw blue flashing lights behind me. There was also a stop sign in the car. Within 5 meters I stopped. My friends saw this too. A report was immediately drawn up because I did not stop. Nothing else. So not that I might have been driving too fast somewhere or that I was not allowed to drive on Koopmansplein. Only that I didn't stop I just received a fine of 260 euros in the mail. Can this just happen? What did I do wrong?
