Legal assistance with fence height and light obstruction

Good evening, Our gardens are sinking. That is why the neighbours have raised the landing in the back garden to the same height as the floor of the house. They have also raised the fence next to the landing. The height of the fence is now 2 metres above the landing, but almost 3 metres above the level of the garden. Is that allowed? This is often not permitted. Depending on the provisions in the local APV, a height of 2 metres usually applies to the fence. You would do well to check this first.
