Limitation of Punishment: Has your sentence expired?

Dear Sir/Madam, Does the limitation period apply to the situation described below? If not, can the sentence be served in the Netherlands? Description: Man arrested in 2003 with car, in possession of drugs. XTC THC. (Possibly cocaine, not sure) Arrested just across the German border. Sentence 1.5 years. Served 9 months. After 9 months on weekend leave to the Netherlands and not returned to detention in Germany. Outstanding sentence 6 months. Has this sentence expired in the meantime? What if this person is stopped in Germany? Please share your expertise, DLawyer
