I have applied for parental leave for 3 weeks during the summer holidays 0% work. This was rejected with the message 0% is not possible other percentage of course is. Now I was granted this in 2017 and rejected in 2018 and 2019. Our company works with temporary workers so it seems unlikely to me that important business interests play a role here. I have also indicated that I want to work 0% for 3 weeks because I have no childcare for my children due to the summer holidays. I would like to hear from you whether I can do anything about this legally.

You are absolutely right. There are now 3 possibilities: 1. you reach an agreement through consultation and the employer accepts your position; 2. you cannot reach an agreement through consultation -> you must go to the subdistrict court; 3. you choose a different % ad 2. In that case I would contact a specialized labor law attorney in good time. He/she is a member of a specialized association. Often the first consultation is free, like at my office.
