Parking a car on the sidewalk: what is and isn't allowed?

I have my car in front of the garage. However, the car is long and sticks out a bit over the sidewalk. Tires are inside my driveway. Is that punishable? Is it punishable to stand on the sidewalk with your tires or also when your car crosses? I also see people with barriers crossing far over the sidewalk that are not fined. I would like to know what the regulations are on this now. I can't find it online.
