Liability in police burglary: who pays?

The police broke into our son's home and the doorframe was badly damaged and the door itself somewhat less so. Who is responsible for the repair? The doorbell was not rung beforehand. He is still in custody but there has been no court hearing yet, so at this point he is still an unconvicted suspect.Questioner
In principle, the tenant/owner of the property is liable for the damage if it is established that the suspicions that led to forcing the door were justified. However, the state is often liable if it turns out that the landlord/owner was not at fault, resulting in the police having to force open the door, even if the landlord did not know that the tenant posed a danger.
