Novice Driver: What Are the Rules?

Dear Sir/Madam, At 17, I lived in Germany and got my driver's license there (through a program similar to the 2toDrive program). It's been six years since then, and I'm now 23. Nowadays I live in the Netherlands again and have exchanged my German driving license for a Dutch one. Until now, I was under the impression that in the Netherlands, when a 17-year-old gets their driver's license, they're considered a novice driver for seven years. Is this true? And if you're 18 and get your driver's license, you're only considered a novice driver for five years? I've been browsing online and don't understand a specific article of law. It's Article 8, paragraph 3b, 3° of the Road Traffic Act (WVW). From this, I gather that someone who obtained their driver's license at 17 is also considered a novice driver for only five years. Is someone who gets their driver's license at 17 now a novice driver for 5 or 7 years?

If the driving licence B (car) is your first driving licence, you are a novice driver for 5 years. If you first obtained your AM (moped/microcar) or T (tractor) driving license at age 16 or 17, you are a novice driver for seven years. If you also obtain your B driving license at age 17, you are a novice driver for five years. This period begins when your B driving license is issued. If you obtain your first driving license (AM or T) before turning 18 and your first driving license (B) on or after 18, you will remain a novice driver for seven years. This applies from the date your AM or T driving license is issued. So your assumption is incorrect. When you obtain your B driving license, you are considered a "novice driver" for five years, regardless of your age at obtaining that license. The article of law you're referring to concerns the lower blood alcohol limit that applies to novice drivers. That section of the article doesn't define when someone is a novice driver.
