What to do in case of nuisance from neighbors?

My neighbors keep doing things without permission on my side of the property line. Especially at the front, where we have a "shared" garden, so there's no clear boundary. For example, they remove tiles and what they consider weeds on my side of the property line, and they often put their garbage bin on my side of the line. Is that allowed? And if not, what can I do about it? Am I allowed to put their garbage bin back myself, for example?
