Legal assistance in real estate disputes

After years of wrangling with the municipality, we're still stuck. The municipality wants to develop a plot of land with nine houses. They need the exit road, of which I own one-third. The municipality already owns two-thirds. I've always been willing to cooperate. It's 1,034 m². I wanted the market value, and the municipality wanted to pay a symbolic €1. During a preliminary meeting, I quoted a fee that would cover everything: parking, rear access, sewer, etc. The municipality's response was a summons with all the attendant consequences. An interlocutory judgment appointed an independent expert. I agreed to the valuation, but the municipality initially refused. A day before the hearing, they finally agreed in a settlement agreement regarding the road's value. The road has since been delivered. Now, they don't want to create a rear access road. Is this even possible? The municipality's lawyer withdrew the proceedings after the settlement agreement. For me, the rear entrance is of essential importance in order to make the home sustainable for lifelong use.Questioner
Is it mentioned as an obligation in the settlement agreement? Then you can enforce it.Questioner
The settlement agreement only established the value of the road. I wasn't summoned for any other matters. When the settlement agreement was drawn up, I was told that this wasn't the subject of litigation. The municipality's stance was likely motivated by the fact that they felt they were being charged too much.Questioner
No, you're giving up ownership but want an easement in return. This must have been clear from the outset. Local circumstances are also important.Questioner

The settlement agreement only established the value of the road. I was not summoned for any other matters. When the settlement agreement was drawn up, I was told that this was not the subject of litigation. The municipality's stance was likely motivated by the perception that they were being charged too much. The municipality needs this road to develop the area. My backyard borders this area where infrastructure and housing are being built.Questioner
